- Search prioritisation with Elasticsearch
- A dedicated environment per local government

Who is VVSG?
The Association of Flemish Cities and Municipalities supports local governments with advice, knowledge sharing and advocacy. It brings people and expertise together around the challenges cities and municipalities face every day. The knowledge network had to support that information and collaboration digitally as well.
Lots of information. Different sources. One usable environment.
Local governments need information on a wide range of policy and practical questions. That knowledge has to be findable, but also match who is consulting it and what access that person has.
The challenge was to bring different data sources together and make them usable for both public visitors and subscribing cities and municipalities. Besides consulting information, mutual consultation also needed a place.
- Unlock data from different sources.
- Prioritise search results by relevance.
- Protect information and consultation according to access and subscription.

A platform to find information and work together
Bringing data together through 16+ API integrations
We unlocked data from different sources through at least 16 API integrations. This allowed the knowledge network to bundle information in one digital environment.
Bringing relevant information to the front
With Elasticsearch we made the collected content searchable and supported the prioritisation of search results. Relevance became a central part of the search experience.
An environment per city or municipality
Besides the public website, each participating local government gained access to a protected environment through a paid subscription. There, information for the city or municipality was brought together, taking access rights into account.
Private chat groups for consultation
Private chat groups gave cities and municipalities a place to discuss questions and exchange knowledge. The platform supported not only consulting information, but also the collaboration around it.
From professional information to daily exchange
The knowledge network brought together public information, a member environment and the professional library Extenso. Additional features, such as saved search results and notifications, helped users follow up on information.
